We are excited to invite applications for the role of IT Project Manager in our IT department at our St. Louis office. As an IT Project Manager, you’ll play a key role in the modernization and ongoing development of CTS/O, a critical company application. You’ll be responsible for driving the transition from a waterfall to an agile development methodology, working closely with the Application Development Manager and other IT Project Managers to ensure alignment across teams.

This position is hands-on, requiring direct involvement in project execution, requirements gathering, testing, troubleshooting, and collaboration with in-house and external development teams. The Project Manager will ensure that CTS/O and other supported web-based applications—hosted on Azure IaS and IIS on virtual machines—continue to evolve, meet business needs, and maintain high performance and reliability.

Success in this role requires strong project management skills, a proactive approach to problem-solving, and the ability to work effectively with technical teams, business stakeholders, and vendors. The Project Manager will be instrumental in shaping CTS/O’s modernization efforts, fostering agility, and improving the software development process to deliver high-quality solutions.

In this role, you will provide:
  • Project Management Execution
    • Lead software development projects while ensuring alignment with business goals and technical best practices.
    • Oversee project execution by managing timelines, budgets, scopes, and resource allocation.
    • Collaborate closely with Application Development Manager and identify and mitigate risks throughout the project lifecycle.
  • Agile Process Implementation & Continuous Improvement
    • Lead agile ceremonies including spring planning, daily stand-ups, retrospectives, and backlog refinement.
    • Drive adoption of agile best practices, analyze project metrics, and support Development Manager in refining development workflows and delivery strategies.
  • Business Analysis & Requirements Gathering
    • Collaborate with business stakeholders to refine functional and technical requirements, develop process workflows, help define the future state of CTS/O and act as a bridge between business users and technical teams.
  • Testing, Quality Assurance & Troubleshooting
    • Assist in developing test plans and test cases, perform hands-on testing for new features, bugs and enhancements, work with end users on UAT and troubleshoot technical issues and defects.
  • Collaboration & Stakeholder Communication
    • Work closely with other IT project managers to ensure cross-project coordination and minimize conflicts, engage with business stakeholders to define priorities, scope and success metrics, and communicate between internal teams, external vendors, and third-party development partners
  • Support & Maintenance of CTS/O and Other Applications
    • Oversee ongoing support and enhancement of CTS/O and other assigned web-based applications, coordinate deployments and releases, and ensure issues and defects are documented, prioritized, and resolved in a timely manner.
Are you a match? We’re looking for someone with:
  • 3+ years of experience in software project management, ideally in a small to mid-sized IT environment where PMs take on multiple roles beyond project coordination.
  • Strong understanding of agile methodologies, including Scrum and Kanban, with the ability to practically apply agile principles rather than just facilitate ceremonies.
  • Hands-on experience gathering requirements, writing user stories, testing, and troubleshooting issues in addition to managing project timelines.
  • Experience querying relational databases (e.g., SQL Server, MySQL, or PostgreSQL) for troubleshooting, analysis, and data validation.
  • Prior experience working closely with developers, QA teams, and business stakeholders to translate business needs into actionable development work.
  • Ability to proactively identify and troubleshoot project and technical issues, working closely with technical teams to ensure timely resolution.
  • Knowledge of web-based applications and hosting environments, particularly Azure Infrastructure as a Service (IaS) and IIS on virtual machines.
  • Comfortable working with both in-house and near-shore development teams to ensure seamless project execution.
  • Strong communication and documentation skills, with the ability to bridge the gap between business needs and technical solutions.
  • Self-sufficient problem solver who thrives in an environment where processes and roles may not always be rigidly defined.
  • Experience in modernizing legacy applications or managing large system upgrades is a plus but not required.
